The Court of Justice consists of one judge from each Member State. The entry into force of the Constitutional Treaty will extend the jurisdiction of the Court of Justice to all substantive policy areas. There are still exceptions concerning the Common Foreign and Security Policy, including the Common Security and Defence Policy (2nd pillar).
